I will be co-directing the workshop 'Minority Rights and Majority Rule in European Legislatures' at the ECPR Joint Sessions in Antwerp (10-15 April 2012). The purpose of the workshop is to bring together scholars working on legislative politics and organization to examine the conditions under which the rights of individual MPs and opposition parties are curbed (or expanded) in European legislatures. In particular, the workshop will address the following questions: What rights do individual MPs and opposition parties have in European legislatures? Do such rights change over time and, if so, how and why? How can cross-country variation in the evolution of such rights be explained?

Radoslaw Zubek, Negative Agenda Control and Executive-Legislative Relations in East Central Europe, 1997-2008 (published in Journal of Legislative Studies, vol. 17(2) 2011). In contrast to much of the existing research, the paper focuses on negative - rather than positive - agenda control to examine the dominant mode of interaction between parliaments and executives. Based on an original review of legislative rules in six east central European states, it shows that the opportunities for governing parties to exclude opposition initiatives from floor deliberations vary with party system concentration.

Radoslaw Zubek, Core Executives and Coordination of EU Law Transposition: Evidence from New Member States (published in Public Administration, vol. 89(2) 2011). This article compares cabinet institutions for coordinating the transposition of EU legislation in Hungary, Poland and the Czech Republic. The analysis shows that, if sectoral factors are kept constant, variation in the patterns of national adaptation can be explained with reference to external incentives and constitutional rules. High benefits of transposition before accession encouraged centralization, particularly in prime-ministerial cabinets. Fewer incentives under full membership contributed to a halt or reversal in core executive ascendancy, especially in ministerial-type cabinets.
